Ph.D. in Environmental Engineering from Chongqing University, Senior Engineer, and Chairman of the Chongqing Western Climate Investment and Financing Industry Promotion Center; previously awarded the "First-Class Award for Scientific and Technological Progress" by the Ministry of Education.

He has held various leadership positions, including Director of multiple divisions within Chongqing’s Environmental Protection Bureau—such as the Division of Environmental Management for Construction Projects, the Nuclear Safety Division, the Pollution Prevention Division, the Water Environment Protection Division, the Total Volume Control Division, the Environmental Impact Assessment Division, and the Air Pollution Control Division—as well as Deputy Chief Engineer. He has also played a key role in the environmental impact assessments and acceptance processes for hundreds of nationally significant projects, including the Three Gorges Project, Chongqing BASF, and the Chongqing–Guizhou High-Speed Railway.

Since 2015, he has served as the chairman of Chongqing Environmental Protection Fund Company and the director of the investment decision-making Committee. He has led the company's team to initiate the establishment of 35 funds and presided over the review of more than 200 investment projects, nearly 120 investment projects, and nearly 80 successful exits.

Previously served as a temporary position at the Foreign Cooperation and Exchange Center of China's Ministry of Ecology and Environment, where I contributed to the compilation of "Research on International Experiences in Achieving Carbon Peak and Carbon Neutrality," published by China Environmental Publishing Group.

Participating in the collection and evaluation of cases for the "2021 Typical Cases on Synergistic Pollution Reduction, Carbon Reduction, and Efficiency Enhancement under the Belt and Road Initiative."

Currently serving as the General Manager of the company and a member of the Investment Decision Committee, he/she has initiated the establishment of nearly 30 funds, participated in and led investments across nearly 120 projects, successfully exiting over 50 of those projects. Notably, one of these projects was listed on the STAR Market, another on the ChiNext Board, and yet another on the Hong Kong Stock Exchange.

Studied at Cambridge University, UK, with extensive experience in debt and fund investment management, specializing in risk control. Possesses strong capabilities in fund management, investment analysis, financial analysis, and fundraising from non-financial institutional investors. Also has hands-on experience in managing green projects such as hydropower. Currently serves as Deputy General Manager and a member of the Investment Decision Committee, actively participating in and chairing the review of more than 30 projects.

Holds dual bachelor’s degrees in Sociology and Accounting from Jiangxi University of Finance and Economics, with over 10 years of experience in risk management. Previously worked at several major financial groups, holding roles such as Chief Accountant and Risk Manager. Currently serves as the Company’s Director of Risk Control and a member of the Investment Decision Committee, having actively participated in or led the risk assessment process for nearly 120 projects.
